Ahmed (70), a retired forestry worker, tobacco grower and miner, with his wife Emine (71) live in just two rooms on the first floor of their house during winter. The house is not insulated but they have installed modern windows with good frames and double-paned glass. Ahmed still opts to buy a permit to cut wood in the forest – at a cost of €5/m3 – rather than pay €20/m3 to have prepared wood delivered.
