Like other countries in the region, the Czech Republic has a legacy of poor thermal insulation in buildings. At 98 years old, Mr. Š has lived much of his life in a large apartment in central Prague, which he was able to buy very cheaply from the municipality many years ago (an unusual arrangement during the Communist era).
