Recognising that people struggling to stay warm and keep up with energy bills are often in impossible situations, many governments have launched initiatives that target the main causes of fuel poverty: poor quality housing or a mismatch between current energy prices and income levels.  

Delivery of these services is typically delegated to organisations, such as social agencies, health service providers and building associations, that operate at the local level and understand the challenges faced by their own communities. Typically, these organisations establish strong networks among themselves, and are thus able to help an individual or family identify the opportunities most relevant to their own situation.
